Integrated Baseline Review (IBR)
Aligning Control Accounts and Work Packages with deliverables assures the program starts with a risk adjusted and credible plan for success.
Every successful Integrated Baseline Review (IBR) must address three key elements, cost, schedule, and technical baselines. Lewis & Fowler's IBR development and support method aligns with the program's technical and Program Planning & Controls (PP&C) team to assure each of these three elements of the IBR are addressed in full before the start of the IBR.

- Resources (budgets, facilities, personnel, skills, etc.) are sufficient and available for the assigned tasks, described in the PMB.

| Schedule Baseline Established |
- Key schedule milestones are identified, along with their deliverables that describe the increasing maturity of the program.
- Supporting schedules reflect a logical flow for accomplishing the technical work scope, described through the increasing value of the deliverables and the effort needed to produce them.
- Tasks are planned and will be measured objectively, relative to technical progress, along with their probabilistic risk retirements or mitigations.
